Co-founded by B Lab (Switzerland Foundation) and InTent in 2025, SIPI is supported by a growing number of partners.
SIPI Consortium — ~40 institutional members across the three Lighthouse Missions
Insurers hold cohort data. Cantons manage administrative data. Employers track workforce data. Researchers run longitudinal cohorts. None of it is connected at the scale federated learning would unlock — under Swiss data-protection law (FADP / LPD) and cantonal sovereignty constraints. SIPI develops the federated protocols (FHIR R4, OPAL/DataSHIELD, OpenSAFELY-pattern) that make this possible without centralising a single record.
Foresight at SIPI is not a corporate strategy exercise — it is a Swiss-public horizon-scanning practice. Citizen panels, cantonal foresight networks and federal-research signal-bases feed into structured Delphi rounds, published twice yearly under CC BY-SA 4.0. Outputs are designed for use in federal and cantonal strategy processes, and for the next round of PROSPER indicator refinement.
SIPI conducts no paid interest representation. It builds the evidence base, then publishes it openly. Policy-relevant outputs — methodology refinements, demonstrator evaluations, cantonal pilots — are released under CC BY-SA 4.0 and submitted on request to federal-research channels, the relevant cantonal coordination bodies (e.g. GDK/CDS), and parliamentary briefings. Independence is chartered.
The systems Switzerland needs next — federated data, transparent measurement, demonstrator vehicles — require infrastructure that no single actor will fund alone. SIPI designs and operates the shared platforms: PROSPER methodology stewardship, federated-data protocols, demonstrator legal scaffolding, and patient-capital architecture. Designed for co-funding by mission-aligned philanthropy and cantonal contributions.
