SIPI’s policy work translates PROSPER findings into legislative drafting, cantonal pilots and federal-level policy levers. The work is editorial-independent: we publish the evidence base, draft the legal architecture, and provide expert testimony on request. We do not lobby.
Briefings, draft texts, expert testimony
The line between research and advocacy is a deliberate institutional commitment. The Scientific & Technical Council reviews every public output. Funders have no editorial veto. This separation ensures that policy recommendations emerge from evidence, not from the preferences of capital partners or political actors.
SIPI’s policy outputs include briefing documents for federal offices, draft legislative texts for cantonal pilots, and expert testimony before parliamentary committees. Each output is sourced to the PROSPER Compass pillar architecture and published openly under CC BY-SA 4.0 unless confidentiality is required by the requesting body.
Independence charter
Editorial separation is structural. The Scientific & Technical Council holds veto authority over any public output that claims SIPI authorship. Funders may request priority research areas but cannot suppress findings or alter conclusions. This independence is the institutional foundation that allows SIPI to serve as a trusted intermediary between research, policy and capital.
Policy work is coordinated with the Data Commons, Foresight and Infrastructure leverage points. Legislative drafting draws on federated data protocols; cantonal pilots are designed as replicable demonstrators; federal-level testimony is grounded in the horizon-scanning and scenario work that surfaces emerging risks before they become crises.
